The locomotive does NOT respond to a 9v battery. I don’t have a way to properly test HO, however since it won’t respond to a 9V I believe the motor will need work. The model looks beautiful though and like new. See photos.

Pecos river passenger car looks good! Also painted. Some Interior seats are loose and need reseated
